NASSCO surely retains the ability to repair the Pacific Fleet.  The question is will they ever build as many ships as they had the capacity to build before the layoffs. Although losing skilled workers like these is rough, if NASSCO wants to expand in the future, are there other Navy Shipyards on the West Coast for them to expand at?
