Follow the money. This explains a lot, including biases, perspectives, and more. Not just skewing the results, but the fact that this industry group selected THIS organization to conduct the study shows that the outcome was a foregone conclusion. Read their other stuff. Pretty right of center; FAR from unbiased, and junk science, when it’s convenient (and profitable).

The key comment in your post was “we were hired.” You were paid by the CMTA, which has opposed AB 32 in the legislation and its implementation, and now supports a ballot measure to kill it. Perhaps you could tell us how much you were paid and make public your scope of work?

Trying to pass this work off as independent research, given your political bias and the payments you are receiving from an oil industry-funded organization, isn’t exactly straightforward.

You also called the legislation “draconian.” Seems to me that you wouldn’t assess something as “draconian” and then try to evaluate its effect. And despite your words above, that is clearly a political attack on the policy.
